中国石化新闻网讯 据路透社2月17日消息,一份文件草案显示,欧盟国家准备支持一项外交立场,呼吁全球逐步淘汰化石燃料,同时为今年的联合国气候变化谈判做准备。
欧盟成员国的外交部长们计划批准欧盟关于气候外交的结论,旨在于11月30日在迪拜召开的联合国气候峰会COP28之前确定欧盟的优先事项。
路透社看到的结论草案认为,近200个国家在此前的联合国气候谈判中做出了逐步淘汰燃煤能源的承诺,但表示这必须进一步逐步淘汰所有排放二氧化碳的化石燃料,包括石油和天然气。
草案称:“按照联合国政府间气候变化专门委员会(IPCC)的定义,向气候中性经济的转变需要全球逐步淘汰化石燃料。”
为了避免气候变化带来最具破坏性的影响,IPCC的科学家们表示,世界必须在这十年大幅减少化石燃料的使用。
该文件草案称:“欧盟将有系统地推动和呼吁全球在2050年之前向无化石燃料的能源系统迈进。”
去年的联合国气候峰会未能就逐步淘汰化石燃料能源达成协议,一些国家对此感到失望。印度提出的这一提议得到了包括欧盟国家在内的80多个国家的支持,但遭到了沙特阿拉伯和其他油气资源丰富国家的反对。
据路透社报道,欧盟最新草案的措辞比之前的版本更强硬,之前的版本没有明确支持“逐步淘汰”。欧盟外交官表示,德国和丹麦推动了更有雄心的措辞。

To avoid the most devastating impacts of climate change, IPCC scientists have said the world must substantially reduce fossil fuel energy use this decade.
"The EU will systematically promote and call for a global move towards energy systems free of unabated fossil fuels well ahead of 2050," the draft document said.

EU diplomats said Germany and Denmark had pushed for more ambitious wording.
